解讀我首 個鄉村振興用地政策指南!

近日(ri),自(zi)然資(zi)源(yuan)近日(ri)自(zi)然資(zi)源(yuan)部辦公(gong)(gong)廳(ting)公(gong)(gong)布部辦公(gong)(gong)廳(ting)公(gong)(gong)布《鄉(xiang)村振興用地(di)政策(ce)指南(2023年(nian))》。以切(qie)實提升自(zi)然資(zi)源(yuan)領域服務保障鄉(xiang)村振興用地(di)的能力,提高基層用地(di)管理水平,更好(hao)地(di)服務地(di)方經濟發展(zhan)。

據悉,這是我國首 個鄉村振興用(yong)地政策(ce)指(zhi)南(nan),共(gong)包(bao)括11章(zhang)45條(tiao),附(fu)錄包(bao)括鄉村振興用(yong)地負面清(qing)單和(he)引(yin)用(yong)的相(xiang)關法(fa)律、法(fa)規(gui)、規(gui)章(zhang)和(he)文(wen)件(jian)清(qing)單兩部(bu)分。

指南》在適用范圍中將鄉村振興用地類型分為村民住(zhu)宅(zhai)鄉村產業用地鄉村公共基礎(chu)設施用地鄉村公益(yi)事業用地鄉村(cun)生態保護與修復用地等,并依據《全(quan)國鄉村重(zhong)點產業指(zhi)導(dao)目錄(2021年版(ban))》《國務院關于印發“十四五”推(tui)進(jin)農業(ye)農村現代(dai)化規(gui)劃(hua)的(de)通知(zhi)》等(deng)文件(jian),分別明(ming)確了(le)具(ju)體的(de)項目類型,增強(qiang)了(le)《指南》針對性。

按用地(di)環節(jie)分(fen)為規(gui)劃(hua)管理、新(xin)增建設(she)用地(di)計劃(hua)保(bao)障、建設(she)用地(di)審批與規(gui)劃(hua)許可、土地(di)利用與供應、農(nong)村(cun)不動產(chan)確(que)權登記、鄉(xiang)村(cun)自(zi)然資源保(bao)護六個章節(jie),闡述相關領(ling)域基本概(gai)念和管理規(gui)定。

在(zai)法律責任部分(fen)《指南》在(zai)側重(zhong)用地(di)(di)(di)保障的(de)(de)同時,嚴守底線要求,逐條列(lie)舉了農村地(di)(di)(di)區違法占地(di)(di)(di)和破(po)壞耕地(di)(di)(di)的(de)(de)常見情形及處罰規(gui)定。由于(yu)宅基(ji)地(di)(di)(di)管(guan)理、設施農業(ye)用地(di)(di)(di)、增減掛鉤與土(tu)地(di)(di)(di)綜合整治關(guan)注(zhu)度高,《指南》將(jiang)這三部分(fen)內容單獨梳(shu)理成章。

《指(zhi)南(nan)》基于對現有政策整(zheng)合集成(cheng)堅持對現行政策不調整(zheng)、不引申、不擴(kuo)大或者(zhe)縮小(xiao)解釋。涉及(ji)對不同(tong)(tong)文件(jian)(jian)的整(zheng)合充(chong)分(fen)考慮不同(tong)(tong)文件(jian)(jian)的效力級別、政策銜接等因素作(zuo)出適用判斷(duan)。對于村莊規劃編制規則城(cheng)鎮開發邊界外的產業項(xiang)目(mu)征收存(cun)量建設用地認(ren)定等文件(jian)(jian)尚未(wei)明確的問題待相關政策文件(jian)(jian)出臺后及(ji)時更新《指(zhi)南(nan)》。

作為首部針對鄉村振興用地政策(ce)的“工具包”,《指(zhi)南》有哪些亮點?將為地方做好鄉村振(zhen)興用地保(bao)障帶(dai)來哪些便利?自然資源部國土空(kong)間用途管制司相關負責(ze)人對此(ci)進行了解讀(du)。

實(shi)施鄉(xiang)(xiang)村振興(xing)戰略是(shi)關系(xi)全面建(jian)設社(she)會(hui)主義現代化(hua)國(guo)家的(de)全局性、歷史(shi)性任務。自然資源(yuan)部立(li)足本職,全面做好鄉(xiang)(xiang)村振興(xing)土(tu)地(di)要素保(bao)障,出臺了(le)一(yi)系(xi)列文件(jian)和一(yi)攬子政(zheng)策(ce)舉(ju)措,明(ming)確了(le)科學推進村莊規(gui)劃編制管理,加強建(jian)設用地(di)計劃指標(biao)保(bao)障,改(gai)進耕地(di)保(bao)護措施,完(wan)善增減掛鉤節余(yu)指標(biao)跨省(sheng)域調劑政(zheng)策(ce),盤活(huo)利(li)用集(ji)體建(jian)設用地(di)等支(zhi)持政(zheng)策(ce)。
2023年中央一號文(wen)件(jian)明確提(ti)出,積極盤活存(cun)量集體建設用(yong)(yong)(yong)地(di)(di),優先(xian)保(bao)障農(nong)民居住(zhu)、鄉(xiang)(xiang)(xiang)村(cun)基礎設施、公共(gong)服務(wu)(wu)空間和產業(ye)用(yong)(yong)(yong)地(di)(di)需求,出臺鄉(xiang)(xiang)(xiang)村(cun)振興(xing)用(yong)(yong)(yong)地(di)(di)政策指(zhi)南。針對基層反映鄉(xiang)(xiang)(xiang)村(cun)用(yong)(yong)(yong)地(di)(di)方面的(de)(de)政策文(wen)件(jian)繁多(duo)、條文(wen)分散,實踐中存(cun)在政策不(bu)會用(yong)(yong)(yong)、不(bu)敢用(yong)(yong)(yong)等問題,自(zi)然(ran)(ran)資源部編(bian)制了《指(zhi)南》,在系統(tong)梳理鄉(xiang)(xiang)(xiang)村(cun)振興(xing)用(yong)(yong)(yong)地(di)(di)政策的(de)(de)基礎上(shang)指(zhi)導地(di)(di)方用(yong)(yong)(yong)足(zu)用(yong)(yong)(yong)好土地(di)(di)政策,切實提(ti)升自(zi)然(ran)(ran)資源領域服務(wu)(wu)鄉(xiang)(xiang)(xiang)村(cun)振興(xing)的(de)(de)能力。
《指南》在(zai)編制(zhi)過程(cheng)中,堅持三(san)(san)個原則:一是遵循現有(you)政(zheng)策。對(dui)現有(you)政(zheng)策整(zheng)合(he)集成(cheng),不(bu)(bu)(bu)調整(zheng)、不(bu)(bu)(bu)引申、不(bu)(bu)(bu)擴大或(huo)者(zhe)縮(suo)小解釋;涉(she)及對(dui)不(bu)(bu)(bu)同文件的整(zheng)合(he),充分考(kao)慮不(bu)(bu)(bu)同文件的效力級別、政(zheng)策銜接等(deng)因(yin)素作出適用(yong)判斷。二是堅持存量挖潛。落實(shi)積極盤活存量集體建(jian)設(she)用(yong)地(di)(di)(di)(di)的要(yao)求,重點考(kao)慮統籌利(li)用(yong)存量和(he)新增(zeng)建(jian)設(she)用(yong)地(di)(di)(di)(di),激發存量建(jian)設(she)用(yong)地(di)(di)(di)(di)利(li)用(yong)潛力,提高資(zi)源開發利(li)用(yong)效率。三(san)(san)是堅持底線思(si)維。落實(shi)嚴(yan)格(ge)的耕地(di)(di)(di)(di)保(bao)護制(zhi)度、生(sheng)態環境保(bao)護制(zhi)度和(he)節約集約用(yong)地(di)(di)(di)(di)制(zhi)度,在(zai)側重用(yong)地(di)(di)(di)(di)保(bao)障的同時兼顧嚴(yan)守底線要(yao)求,逐條列(lie)舉(ju)了(le)農村地(di)(di)(di)(di)區違法占(zhan)地(di)(di)(di)(di)和(he)破壞耕地(di)(di)(di)(di)的常見情形及處罰規(gui)定,明確了(le)鄉(xiang)村振興用(yong)地(di)(di)(di)(di)負面清單。
《指南(nan)》堅持需求導(dao)向和(he)問題(ti)導(dao)向,聚焦地方關注和(he)政(zheng)策熱(re)點,回(hui)應鄉(xiang)村(cun)(cun)(cun)振(zhen)興(xing)(xing)用(yong)地難點問題(ti)。《指南(nan)》編制過程(cheng)中征(zheng)求中央農(nong)辦(ban)、農(nong)業(ye)農(nong)村(cun)(cun)(cun)部(bu)和(he)各省自然資(zi)源部(bu)門(men)的(de)意(yi)見建議,與省級和(he)縣級相關部(bu)門(men)開展座談交流,實地走訪(fang)農(nong)業(ye)合(he)作(zuo)社、智慧生態綜合(he)體(ti)、民(min)宿文旅等鄉(xiang)村(cun)(cun)(cun)用(yong)地案(an)例。同時,充分(fen)結合(he)主題(ti)教育廣泛收集大興(xing)(xing)調查研(yan)究過程(cheng)中反饋的(de)鄉(xiang)村(cun)(cun)(cun)用(yong)地保障方面問題(ti)和(he)建議,會同相關司局系統梳(shu)理鄉(xiang)村(cun)(cun)(cun)振(zhen)興(xing)(xing)用(yong)地方面政(zheng)策文件,做到用(yong)地環節全覆(fu)蓋、引用(yong)文件規定準確規范(fan)。

《指南》共十(shi)一章四十(shi)五條,附錄包(bao)括“鄉(xiang)村振興用(yong)地負面清(qing)單”和(he)“引用(yong)的相關(guan)法(fa)律、法(fa)規、規章和(he)文件清(qing)單”兩部分(fen)。第(di) 一 章(zhang)(zhang)(zhang)為(wei)總則(ze),明確了(le)指(zhi)南的總體要求、適用范圍和基本原則(ze)。調研中(zhong)地(di)方普遍(bian)反(fan)映鄉(xiang)村(cun)振興用地(di)內涵不(bu)(bu)夠明確,所以在(zai)適用范圍中(zhong)將鄉(xiang)村(cun)振興用地(di)類(lei)型分為(wei)村(cun)民住宅、鄉(xiang)村(cun)產(chan)業(ye)用地(di)、鄉(xiang)村(cun)公共基礎(chu)設(she)施(shi)用地(di)和公益(yi)事業(ye)用地(di)四大(da)類(lei),并依(yi)據《全國(guo)鄉(xiang)村(cun)重(zhong)點產(chan)業(ye)指(zhi)導目(mu)錄(lu)(2021年版(ban))》《國(guo)務院關于印發“十四五”推進農(nong)業(ye)農(nong)村(cun)現代化規劃(hua)的通知》等文件(jian),分別(bie)明確了(le)具(ju)體的項目(mu)類(lei)型,增強《指(zhi)南》針(zhen)對性(xing)。第二章(zhang)(zhang)(zhang)至第七章(zhang)(zhang)(zhang)按用地(di)環節(jie)(jie)編排(pai),分為(wei)規劃(hua)管(guan)理(li)(li)、新增建(jian)設(she)用地(di)計(ji)劃(hua)保(bao)障、建(jian)設(she)用地(di)審批與規劃(hua)許(xu)可、土地(di)利用與供應(ying)、農(nong)村(cun)不(bu)(bu)動產(chan)確權登記、鄉(xiang)村(cun)自然資源保(bao)護六個章(zhang)(zhang)(zhang)節(jie)(jie),闡述相關領域基本概念和管(guan)理(li)(li)規定。第八章(zhang)(zhang)(zhang)至第十章(zhang)(zhang)(zhang)對宅基地(di)管(guan)理(li)(li)、設(she)施(shi)農(nong)業(ye)用地(di)、增減掛鉤與土地(di)綜合整治3個部分,單(dan)獨梳理(li)(li)成章(zhang)(zhang)(zhang)。第十一章(zhang)(zhang)(zhang)為(wei)法律(lv)責任,《指(zhi)南》在(zai)側重(zhong)用地(di)保(bao)障的同時,兼顧嚴守(shou)底(di)線要求,逐條列舉(ju)了(le)農(nong)村(cun)地(di)區(qu)違法占地(di)和破壞(huai)耕地(di)的常見情形及處罰規定。

調研中地(di)(di)方反映村(cun)莊(zhuang)規(gui)(gui)(gui)劃編(bian)制覆蓋率低(di),規(gui)(gui)(gui)劃缺乏(fa)統籌兼顧現實與未來的需求,一些鄉(xiang)村(cun)產業(ye)項目在規(gui)(gui)(gui)劃編(bian)制階(jie)段很難準確定位和落地(di)(di)上圖,影響項目落地(di)(di)等問題。為此,《指南》梳理(li)了(le)鄉(xiang)村(cun)用地(di)(di)中規(gui)(gui)(gui)劃管(guan)理(li)方面相關要(yao)求:

2019年中央一(yi)(yi)號文件明(ming)確(que)(que)(que)提出“把加(jia)強(qiang)(qiang)規(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)管理作為鄉(xiang)(xiang)(xiang)村(cun)振興的(de)(de)基(ji)礎性工作,實現規(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)管理全覆蓋”。《國務院關(guan)(guan)于(yu)印發(fa)“十(shi)四(si)五(wu)”推進農業(ye)農村(cun)現代化規(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)的(de)(de)通知(zhi)》要求,“完善縣(xian)鎮村(cun)規(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)布(bu)局(ju)”“統籌(chou)縣(xian)城、鄉(xiang)(xiang)(xiang)鎮、村(cun)莊(zhuang)規(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)建(jian)(jian)設(she),明(ming)確(que)(que)(que)村(cun)莊(zhuang)分(fen)類布(bu)局(ju)”。自然(ran)(ran)資源(yuan)部(bu)圍繞鄉(xiang)(xiang)(xiang)村(cun)振興用地保障,統籌(chou)謀劃(hua)(hua)(hua)(hua)(hua)(hua)、規(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)先行,先后出臺《自然(ran)(ran)資源(yuan)部(bu)辦公(gong)廳(ting)關(guan)(guan)于(yu)加(jia)強(qiang)(qiang)村(cun)莊(zhuang)規(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)促(cu)進鄉(xiang)(xiang)(xiang)村(cun)振興的(de)(de)通知(zhi)》《自然(ran)(ran)資源(yuan)部(bu)辦公(gong)廳(ting)關(guan)(guan)于(yu)進一(yi)(yi)步(bu)做好村(cun)莊(zhuang)規(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)工作的(de)(de)意(yi)見(jian)》《自然(ran)(ran)資源(yuan)部(bu)關(guan)(guan)于(yu)深化規(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)用地“多(duo)審合(he)一(yi)(yi)、多(duo)證合(he)一(yi)(yi)”改革(ge)的(de)(de)通知(zhi)》等文件,明(ming)確(que)(que)(que)規(gui)(gui)劃(hua)(hua)(hua)(hua)(hua)(hua)定位、給予政策支持、統籌(chou)鄉(xiang)(xiang)(xiang)村(cun)一(yi)(yi)二三(san)產業(ye)融合(he)發(fa)展(zhan)空間(jian)、保障鄉(xiang)(xiang)(xiang)村(cun)基(ji)礎設(she)施建(jian)(jian)設(she)空間(jian)和鄉(xiang)(xiang)(xiang)村(cun)居民點建(jian)(jian)設(she)等舉措。

鄉村振(zhen)興用(yong)地(di)結構性矛盾較為突出,新(xin)增建(jian)設用(yong)地(di)指(zhi)標保障(zhang)也是(shi)地(di)方關注的焦點(dian)。針對(dui)如何將有限的建(jian)設用(yong)地(di)指(zhi)標安排到鄉村振(zhen)興上來,《指(zhi)南》全面梳(shu)理匯總了用(yong)地(di)指(zhi)標保障(zhang)方面支持政策。

按照中(zhong)央要求,2020年以來自然資(zi)源(yuan)部改革土地(di)(di)(di)利(li)用(yong)計(ji)劃(hua)(hua)(hua)(hua)(hua)管(guan)理方式,堅持“項(xiang)目(mu)(mu)(mu)跟著(zhu)規劃(hua)(hua)(hua)(hua)(hua)走、要(yao)素(su)跟著(zhu)項(xiang)目(mu)(mu)(mu)走”,以真(zhen)實有(you)效的(de)項(xiang)目(mu)(mu)(mu)落地(di)(di)(di)作為(wei)配置計(ji)劃(hua)(hua)(hua)(hua)(hua)的(de)原則,在(zai)保障(zhang)重大項(xiang)目(mu)(mu)(mu)建(jian)(jian)設(she)同時,兼顧鄉(xiang)(xiang)(xiang)(xiang)村(cun)振興發(fa)展用(yong)地(di)(di)(di)需求。一是全面支(zhi)持。新編(bian)縣(xian)(xian)鄉(xiang)(xiang)(xiang)(xiang)級國(guo)土空間(jian)(jian)規劃(hua)(hua)(hua)(hua)(hua)應安排不少(shao)(shao)于(yu)10%的(de)建(jian)(jian)設(she)用(yong)地(di)(di)(di)指標(biao),重點保障(zhang)鄉(xiang)(xiang)(xiang)(xiang)村(cun)產業(ye)發(fa)展用(yong)地(di)(di)(di)。省級制定土地(di)(di)(di)利(li)用(yong)年度計(ji)劃(hua)(hua)(hua)(hua)(hua)時,應安排至少(shao)(shao)5%新增建(jian)(jian)設(she)用(yong)地(di)(di)(di)指標(biao)保障(zhang)鄉(xiang)(xiang)(xiang)(xiang)村(cun)重點產業(ye)和項(xiang)目(mu)(mu)(mu)用(yong)地(di)(di)(di)。二(er)是精準發(fa)力(li)。對脫貧縣(xian)(xian)每年安排新增建(jian)(jian)設(she)用(yong)地(di)(di)(di)計(ji)劃(hua)(hua)(hua)(hua)(hua)指標(biao)600畝,“戴帽”專項(xiang)下(xia)達;對農村(cun)村(cun)民住宅(zhai)(zhai)建(jian)(jian)設(she)實行計(ji)劃(hua)(hua)(hua)(hua)(hua)單列(lie),符合“一戶一宅(zhai)(zhai)”和國(guo)土空間(jian)(jian)規劃(hua)(hua)(hua)(hua)(hua)要(yao)求的(de)農村(cun)村(cun)民住宅(zhai)(zhai)建(jian)(jian)設(she),單獨組卷報(bao)批,實行實報(bao)實銷;對農村(cun)產業(ye)融(rong)合發(fa)展項(xiang)目(mu)(mu)(mu),要(yao)求市縣(xian)(xian)要(yao)優先安排新增建(jian)(jian)設(she)用(yong)地(di)(di)(di)計(ji)劃(hua)(hua)(hua)(hua)(hua),不足的(de)由(you)省(區、市)統籌解(jie)決;對鄉(xiang)(xiang)(xiang)(xiang)村(cun)旅游、返鄉(xiang)(xiang)(xiang)(xiang)入鄉(xiang)(xiang)(xiang)(xiang)創業(ye)等(deng)合理用(yong)地(di)(di)(di)需求的(de)加大傾斜支(zhi)持力(li)度。

鄉村(cun)建(jian)設項目用地(di)通常要(yao)經過多個環節(jie),涉及自(zi)(zi)然資源(yuan)、住建(jian)、農業農村(cun)等(deng)(deng)多個部(bu)(bu)門參與,地(di)方(fang)(fang)反映程序復雜,限制(zhi)因素(su)多,審批時間長。所(suo)以(yi)(yi),在用地(di)審批和規劃許可方(fang)(fang)面,自(zi)(zi)然資源(yuan)部(bu)(bu)努力(li)精簡審批環節(jie),區分不同情(qing)形,以(yi)(yi)合并、同步(bu)、豁免、承諾(nuo)等(deng)(deng)方(fang)(fang)式,推動規劃用地(di)審批許可提質增(zeng)效。《指南》對上述(shu)政策進行了整理:

一(yi)是自然(ran)資(zi)源主管部門統一(yi)核(he)(he)發(fa)(fa)建(jian)(jian)(jian)設(she)(she)(she)項(xiang)目(mu)(mu)用(yong)地(di)預審與(yu)選(xuan)址意(yi)見(jian)書(shu),不(bu)(bu)再單(dan)獨核(he)(he)發(fa)(fa)建(jian)(jian)(jian)設(she)(she)(she)項(xiang)目(mu)(mu)選(xuan)址意(yi)見(jian)書(shu)、建(jian)(jian)(jian)設(she)(she)(she)項(xiang)目(mu)(mu)用(yong)地(di)預審意(yi)見(jian)。二是在村(cun)莊(zhuang)建(jian)(jian)(jian)設(she)(she)(she)邊界(jie)外(wai),具備必要的(de)(de)基(ji)礎設(she)(she)(she)施條件(jian)、使用(yong)規劃預留建(jian)(jian)(jian)設(she)(she)(she)用(yong)地(di)指標的(de)(de)農村(cun)產(chan)業融(rong)合發(fa)(fa)展(zhan)項(xiang)目(mu)(mu),在不(bu)(bu)占(zhan)用(yong)基(ji)本農田、嚴守生態保護紅線、不(bu)(bu)破(po)壞歷史風貌和影響自然(ran)環(huan)境(jing)安全的(de)(de)前提(ti)下(xia),辦(ban)理用(yong)地(di)審批手續時(shi),可(ke)不(bu)(bu)辦(ban)理用(yong)地(di)預審與(yu)選(xuan)址意(yi)見(jian)書(shu)。三是對(dui)于適用(yong)簡易審批的(de)(de)村(cun)莊(zhuang)建(jian)(jian)(jian)設(she)(she)(she)項(xiang)目(mu)(mu),使用(yong)集體建(jian)(jian)(jian)設(she)(she)(she)用(yong)地(di)開展(zhan)建(jian)(jian)(jian)設(she)(she)(she)的(de)(de),項(xiang)目(mu)(mu)單(dan)位(wei)無須辦(ban)理建(jian)(jian)(jian)設(she)(she)(she)項(xiang)目(mu)(mu)用(yong)地(di)預審與(yu)選(xuan)址意(yi)見(jian)書(shu)。四是城鎮(zhen)開發(fa)(fa)邊界(jie)外(wai),依(yi)據(ju)依(yi)法批準的(de)(de)村(cun)莊(zhuang)規劃核(he)(he)發(fa)(fa)鄉(xiang)村(cun)建(jian)(jian)(jian)設(she)(she)(she)規劃許(xu)可(ke)證;未編制村(cun)莊(zhuang)規劃的(de)(de),可(ke)依(yi)據(ju)縣或鄉(xiang)鎮(zhen)“通則式(shi)”的(de)國(guo)土空間規劃(hua)管理(li)規定(ding),核發鄉村(cun)(cun)(cun)建(jian)(jian)設(she)(she)(she)規劃(hua)許(xu)可(ke)(ke)證。農村(cun)(cun)(cun)村(cun)(cun)(cun)民住(zhu)宅(zhai)用(yong)地,由鄉鎮(zhen)政府審核批準,鼓勵(li)地方(fang)(fang)將鄉村(cun)(cun)(cun)建(jian)(jian)設(she)(she)(she)規劃(hua)許(xu)可(ke)(ke)證由鄉鎮(zhen)發放(fang),并以適當方(fang)(fang)式(shi)公開。在(zai)鄉、村(cun)(cun)(cun)莊規劃(hua)區(qu)內使(shi)用(yong)原有宅(zhai)基(ji)地進(jin)行農村(cun)(cun)(cun)村(cun)(cun)(cun)民住(zhu)宅(zhai)建(jian)(jian)設(she)(she)(she)的(de),可(ke)(ke)按照(zhao)省(區(qu)、市)有關規定(ding)辦理(li)規劃(hua)許(xu)可(ke)(ke)。在(zai)尊重鄉村(cun)(cun)(cun)地域風貌(mao)特色的(de)前(qian)提下,鼓勵(li)各地提供村(cun)(cun)(cun)民住(zhu)宅(zhai)、污水處理(li)設(she)(she)(she)施、垃圾儲運、公廁等簡易的(de)通用(yong)設(she)(she)(she)計(ji)方(fang)(fang)案,并簡化鄉村(cun)(cun)(cun)建(jian)(jian)設(she)(she)(she)規劃(hua)許(xu)可(ke)(ke)的(de)審批流(liu)程。
